The building complex of the four town halls in Ingolstadt is constantly changing, for example due to changes in use or renovation work. The electronic locking system must also keep pace with the development of the entire building.
There are currently four town halls in Ingolstadt: the Old and New Town Hall, the Social Town Hall and the Technical Town Hall. The entire building complex is constantly being restructured through renovations or changes in use, which is why the locking system must also be flexible. A modern electronic locking system has now been installed in the Old, New and Social Town Hall.
The Old Town Hall can look back on a long history that even goes back to the 14th century. With the completion of the New Town Hall in 1960, the Old Town Hall lost its original function. After further renovation work in the 1980s, the Ingolstadt Tourist Information moved into the Old Town Hall. Nowadays, civil weddings are held in the historic meeting room in the Old Town Hall.
At the start of the project, different mechanical locking systems were installed in the doors inside the buildings. There were two different electronic access systems on the outside of the buildings, which were already older. This meant that a number of problems had to be solved, as the administrative effort for the various systems was very high. If a key was lost, parts of the locking system had to be replaced. Another important aspect for public buildings: the old access systems no longer met current security standards.
Those responsible at the town hall became aware of the manufacturer Uhlmann & Zacher through a tender. The requirements for the system were clearly defined: around 660 electronic locking cylinders were needed for all doors in three town halls and an administrative building. In addition, 13 online-connected terminals for access control in all four buildings. In addition, the authorizations for the entire locking system should be able to be transferred to a separate key medium in credit card format.
For these reasons, the planners opted for the Clex prime system from Uhlmann & Zacher. In two expansion stages, up to 60,000 keys and up to 60,000 electronic locking units can be integrated into the system. Authorizations can be easily managed from the PC.
Mechanical locking systems quickly reach their limits, because lost keys represent a major security risk. With Clex prime, lost ID cards are simply blocked in the system, which means that unauthorized access is not possible.
Changing the programming, reading events and firmware updates are easily done using the ClexTouch software for tablet PCs or the service device via radio. Its intuitive user interface ensures easy data exchange between the Keyvi management software and the electronic locking units. The connection to the Keyvi database makes ClexTouch an effective configuration platform.
With the Keyvi management software for the Clex prime system, the electronic locking system is managed centrally and conveniently from a PC or laptop. Even complex locking plans can be created, monitored and maintained quickly and easily with the software. The Keyvi software ensures data retention, depending on the size of the system, either as a single-user solution with an MS Access-compatible database, or for multi-user systems in an MS SQL database.
At the moment, over 600 electronic knob cylinders have been installed. Electronics have also been installed in the more than 200-year-old door in the historic meeting room of the Old Town Hall, where weddings are now held. The unobtrusive design means that the modern product also fits into this historic interior. Around 5 wall readers are installed that work offline, for example for authorizations for certain elevator rides. There is also an interface to another system, namely an emergency door access control system connected to a burglar alarm system.
The first parts of the new locking system have been in operation since November 2022 and will be in operation in all buildings since February 2024. The project is being managed on site by specialist dealer Lindtner GmbH & Co. KG from Eggenfelden. The switch to the Clex prime system has reduced the administrative effort and the latest security standards are met. If a transponder is lost, it can be blocked immediately in the system, preventing unauthorized access.
The system is managed by one employee and three representatives in key management. There is also a technical employee who also acts as project manager. In addition, two employees work as system administrators in the IT department. In addition, one department operates an emergency hotline around the clock to block access rights if a key medium is reported to be lost.
Another project is planned for the future. A large town hall is also to be converted after its general renovation. Martin Schäfer, regional sales manager at Uhlmann & Zacher, is positive about the successful implementation of the project: "With the town halls in the heart of Ingolstadt, U&Z is positioning its products in other public sector properties. The locking system now offers the town halls administrative convenience, the necessary security and scalability at the highest level."
